Venue quoted $9k but the final invoice estimate is $13.5k — is this normal?

We loved our venue, but after adding the service charge (22%), tax, cake cutting fee and a required day-of coordinator, the estimate jumped by almost $4.5k.\n\nDid anyone negotiate any of these down? Which fees were actually flexible for you?
